Hue Assignment

Aaand here is the result after 2 hours of trying to figure out how to do what in photoshop and Ai on my brother's laptop. bam bam baaammmm! :

In case anybody's wondering, that's my brother ...no. not the one whose laptop i used =_= Another brother of mine that's 9 years old this year :3 i took this picture last year though. after looking at it for a while, i realise my brother seems surprisingly bug-eyed in here... i guess i'm not that good at taking photos .-.
